Northeastern Pennsylvania Sub-Area Planning Site - Covers the 11 county area of northeastern Pennsylvania including: Carbon, Lackawanna, Lehigh, Luzerne, Monroe, Northampton, Pike, Schuylkill, Susquehanna, Wayne, and Wyoming counties. The plan covers both oil and hazardous substances contingency planning as provided for under the National Oil and Hazardous Substances Pollution Contingency Plan (40 CFR, part 300, Subpart C, 300.210 (c))
