Following an initial detection of sheen on Otter Creek on May 21, 2020, a traditionally defined Navigable Waterway and tributary to Lake Erie, originating from a storm sewer outfall, recoverable oil was traced back in the storm sewer to a former Kmart property. Records indicate the potential presence of an abandoned oil pipeline in proximity to the storm sewer. The pipeline may be the source of the discharge. On May 27, 2020, the City of Oregon, OH requested federal assistance for a response to an oil discharge removal.
