On the morning of March 23, 2012, a fire broke out in a residential garage where biodiesel was being produced. Up to 750 gallons of cooking oil was reported to have been released during firefighting efforts and subsequently, the oil and firefighting water runoff occurred overland and though drainage features to nearby Clark Creek, a tributary to the Willamette River. The Oregon State Department of Environmental Quality (DEQ) requested EPA assistance in the form of a Pollution Removal Funding Agreement to mobilize a State On-Scene Coordinator (SOSC) to oversee the state contractor in the assessment and clean up of contamination.
