On 4/9/14, EPA R10 was notified by NRC regarding a horizontal container approximately 20' long by 8' diameter partially buried that was cut open and contained a black, tar like substance with petroleum odor that had spilled onto the ground. Tank was reportedly within 10' of Parrott Creek, which empites into the South Umpqua River approximately 50' from the site.

On 4/10/14, OSC Heister mobilized to the site to evaluate discharge/threat of discharge of oil from the abandoned tank to navigable waters of the United States. OSC Heister was scheduled to meet with City of Roseburg personnel who knew some history regarding the tank.
