Four pillars of analytical resources to provide sound science support for all Superfund program operations


EPA Regional Laboratories


EPA Regional Laboratories offer a full range of routine, special chemical and biological testing in support of regional and national programs including air, water, pesticides, toxics substance, hazardous waste, ambient monitoring, compliance monitoring, criminal and civil enforcement and special projects. Other core functions include expert witness testimony; training of program staff and other organizations; audits of other laboratories; policy guidance and technical support to federal, state and local laboratories; and benchmarks for environmental laboratories in areas such as analysis, pollution prevention and environmental compliance. In addition, all regional laboratories conduct applied research for regional initiatives, support national program laboratory initiatives, ensure the quality of laboratory data generated in support of agency programs, and provide technical support and technology transfer to internal and external organizations (FY2004 report).
Environmental Services Assistance Team (ESAT) provides technical, analytical and quality assurance (QA) support, primarily to the U.S. Environmental Protection Agency (EPA) Superfund Programs created under the 1980 Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and currently under the 1986 Superfund Amendments and Reauthorization Act (SARA), other EPA programs, Federal and State agencies, and tribal organizations to facilitate identification, assessment, regulation and remediation of environmental hazards, which may pose a threat to human health or the environment. These requirements necessitate that EPA gather and/or generate information on which to base administrative, regulatory and/or human health decisions. This contract requires the contractor to perform work in the following areas: Analytical Laboratory Support, Data Review, Analytical Logistical Support, Quality Assurance/Quality Control (QA/QC) Support and Laboratory Related Activities.

Contract Laboratory Program


The U.S. EPA Contract Laboratory Program (CLP) is a national network of EPA personnel, commercial laboratories and support contractors, whose fundamental mission is to provide data of known and documented quality. The CLP supports EPA’s Superfund program, created under the 1980 CERCLA program and currently under the 1986 SARA program. Environmental Response Team


Analytical work is performed for samples collected for various parameters by ERT members with the assistance of their contractors for removal (including emergency response and counter terrorism) and remedial programs to support EPA regions at the Response Engineering and Analytical Contract (REAC) facility operated by Lockheed Martin Inc. in Edison, New Jersey (NJ). The laboratory provides a broad spectrum of chemical analyses, analytical method development and data validation. Routine inorganic and organic trace level analyses are performed for soil, sediment, sludge and water samples using standard EPA and/or specific ERT/REAC methods. Air samples are analyzed for organic compounds, metals and selected inorganic parameters using modified EPA, NIOSH and/or ERT/REAC specific procedures. For emergency responses and time critical projects preliminary results are issued within 2 to 24 hours. Also, sophisticated oil fingerprint analyses are performed for oil, sludge, water, soil/sediment and other matrices, using a unique ERT/REAC analysis approach refined over the past 20 years.
