At 0820hrs on 12/17/2010, US Enrichment Corp. experienced a spill of diesel fuel during a tank loading operation. The spill breached containment due to a valve failure and entered a drainage ditch with flowing water. The ditch leads to an outfall at Big Bayou Creek and was bermed in several locations with underflow dams. The outfall was boomed and no fuel was observed at the outfall. US Enrichment personnel believed that a majority of the spill was contained by an underflow dam.
EPA Telephone Duty Officer contacted the PRP who reported that the spill was likely only several hundred gallons and near 1000 gallons. KYDEP dispatched a responder to observe cleanup operations and KYDEP later reported to EPA that the spill volume was approximately 13,000 gallons but that the response effort was being adequately conducted. Due to the significance of the spill and the discrepency between the initial volume reported by the PRP and actual volume spilled, EPA Telephone Duty dispatched TN Outpost OSC Spurlin to observe response operations and coordinate with KYDEP.
