ER Notification - West Shore Pipeline Gasoline Spill Jackson, Wisconsin

On July 18, 2012 OSC Steve Faryan responded to a gasoline spill in Jackson, Washington County, Wisconsin. An estimated 1000 barrels (42,000 gallons) of gasoline was released from a 10-inch pipeline. No waterways are known to be affected at this time. West Shore Pipeline Co. is the responsible party and has hired response contractors who are on-scene. According to the RP the leak in the pipeline has occurred near a horse farm in Washington Co. A pressure drop in the pipeline was detected yesterday (July 17) and the situation has been under investigation since then. The RP has hired CTEH to conduct air monitoring on-scene. The START contractor has been mobilized and will conduct air monitoring and sampling as needed. There are no known injuries or evacuations associated with this incident at this time. There is no known media interest at this time. The oil fund has been opened for $25,000 and the FPN is E12524.

1700hrs - Contacted West Shore Pipeline (WSP) for status report:

-crews are on-site starting to excavate the pipeline

-CTEH is on-site conducting air monitoring

-WDNR representative is Scott Ferguson, WSP is coordinating with WDNR for locations to stockpile contaminated soils

WSP remediation group is contacting nearby residences and offering water sampling of their wells

2000 hrs - Contacted OSC Faryan for site status:

-WSP has stood up their ICS team and is operating under an IAP

-WSP has excavated approximately 6 feet of the pipeline, their is no free product, soil is a sandy loam, strong odor in the work zone

-3 homes are in the vicinity of the break, one family volunteered to move to a hotel, the remaining homes are unoccupied at this time

-WDNR has requested well sampling, and installation of monitoring points

-CTEH continues to conduct air monitoring, the break is in a relatively isolated area

-Pipeline Safety rep is on-site to investigate the cause of the release

-Crews are preparing area for possible rain tonight and securing the site

-No media interest at this time, no injuries or evacuations at this time, OSC Faryan will send out Sitrep tomorrow morning
