On June 4, 2024, at 07:30 PM, the EPA was notified by the National Response Center of an unknown amount of oil discharged from a pump station in Whitesboro, Grayson County, Texas. According to the NRC report, the spill resulted from a pump station that was leaking for at least 12 hours. It impacted soil, and due to heavy rain in the area, also impacted roadside ditches, a pond with observed dead fish, and potentially impacted Mustang Creek.  Mustang Creek is approximately 2 miles west of the spill location and connects to Big Mineral Creek within Hagerman National Wildlife Refuge, which connects to the Red River. The spill size cannot be classified at this time. Within a 1-mile radius of the incident location, there are no Environmental Justice Indexes that exceed the 80th percentile (State, USA); the population is approximately 61.

On June 5, 2024, an EPA On-Scene Coordinator and technical assistance contractor (START) were activated to respond to the incident location to assess spill size and determine the potential threat to navigable waters of the U.S. The spill location is in the EPA Area of Responsibility; therefore, EPA is the lead agency.
