The Indiana Department of Environmental Management (IDEM) referred the BP Terminal Indianapolis site at 2500 Tibbs Avenue in Indianapolis, Marion County, Indiana to the United States Environmental Protection Agency (EPA) after the site withdrew from IDEM's Voluntary Remediation Program (VRP). Historical discharges from the site, a bulk fuel storage facility, have created free product in groundwater, contaminated site soil, and impacted Little Eagle Creek, which is directly west of the site. The facility has operated as a petroleum storage and distribution facility since 1941.

EPA signed an Administrative Order by Consent (AOC) with BP on November 14, 2011 for removal actions at the Site. Removal actions will include recovery of petroleum in Little Eagle Creek and at the Site that has the potential to migrate into the creek and corrective actions to prevent future migration to the creek.
