The Carrier-Bryant Site (the Site) is a commercial property located at 1100 West 21st Street in Indianapolis, Indiana. The Site measures 20 acres overall and includes five abandoned former manufacturing and warehouse buildings including approximately 10 acres under roof. Manufacturing of furnace and air conditioning units occurred at the property from the 1950s until approximately 1980. In 1985, the property was sold and used for warehousing hardware store supplies. The property has been abandoned since approximately 2000.

A Phase I Environmental Site Assessment (ESA) conducted by Heartland Environmental Associates, Inc. (HEA), reported the presence of containers with unknown contents, including: at least five underground storage tanks (USTs), at least five above-ground storage tanks(ASTs), numerous discarded drums and containers, as well as the presence of friable asbestos. The drums were observed to be in damaged and/or degraded conditions and areas of staining were observed on the flooring in the direct vicinity of the drums. An asbestos inspection conducted by HEA in January 2011 reported friable asbestos in multiple locations, including inside and outside of Site buildings. The deteriorating condition of the building, evidence of vagrancy occupation, and vandalism presented potential human and environmental exposures to hazardous substances.

The City of Indianapolis requested EPA’s assistance to evaluate and mitigate threats posed by abandoned drums, containers, tanks, and asbestos at the Site.

EPA performed a site assessment of the Site and confirmed the presence of hazardous substances, including 2-Butanone and TCE as well as friable asbestos open to the environment. In November 2012, EPA began a time critical removal action at the Site including the performance of, or supervision of the performance by potentially responsible parties of: securing the site to prevent access and exposure, characterization of all hazardous wastes, removal, transportation, and off-site disposal of hazardous substances, pollutants or contaminants.

Additional solid waste cleanup and other activities is anticipated to be performed by the City after conclusion of EPA removal actions.
