Overview: On July 25, 2024, at 3:16 pm, the EPA was notified by the National
Response Center of a discharge of 40 barrels of crude oil from a tank battery
located within the Hagerman National Wildlife Refuge, located in Sherman,
Grayson County, Texas. According to the Hagerman National Wildlife Refuge
manager, the spill resulted from a leaking oil storage tank connected to a tank
battery. The oil storage tank released approximately 40 barrels of crude oil
into secondary containment which breached, discharging 40 barrels of crude oil
into a dry creek bed and into Lake Texoma. Lake Texoma is a lake on the Red
River which is Waters of the United States. The spill is a medium discharge as
defined in § 300.5 of the National Oil and Hazardous Substances Pollution
Contingency Plan.
State, Local and other Federal Agency
Actions and Roles: The United
States Fish and Wildlife Service responded to the incident and is providing
oversight to the Responsible Party (RP).
EPA Actions and Roles: EPA’s Federal On-Scene Coordinator (OSC) and technical
assistance contractor (START) were activated and are mobilizing to the incident
to conduct an assessment. The OSC will provide the RP oversight during the
cleanup operation. The spill location is in the EPA Area of Responsibility;
therefore, EPA is the lead agency.
