The Coeburn Produce Disposal Site (Site) is located in a residential area nearly in the center of the town of Coeburn, Virginia. The Site is located one block from Coeburn’s Town Hall and is adjacent to the local fire department. The Site is surrounded by businesses and residential homes. The Site is divided in the middle by a moderately traveled road, 2nd Street, and is bordered on the western side by Grand Avenue, also a moderately traveled road. The Site is less than one acre in size and is covered with light brown fill that contains shale and dumped/crushed materials containing lead. There are no buildings on the Site, there is no plant growth on the Site, and the Site is freely accessible to humans and animals. EPA’s sampling and analysis of surface soil, surface water and sediment media at the Site confirms the presence of elevated concentrations of lead. Lead is a hazardous substances within the meaning of CERCLA. Lead was detected at concentrations ranging from 445 ppm to 3,760 ppm in the surface soil, 1,000 ppm to 8,060 ppm in subsurface soil, 627 ppm in the sediment on-Site and 466 ppm in the sediment sample taken off-Site at a downstream area near the confluence with Little Tom’s Creek.
