On March 5, 2007, the Ohio EPA requested assistance from U.S. EPA Region V to investigate potential vapor intrusion from historic spills (from underground storage tanks containing TCE, PCE, and Chloroform) originating from the Delphi facility on Home Avenue, Dayton, OH. In 2003-2005, Delphi documented elevated levels of TCE, PCE, and Chloroform in groundwater and soil gas. Residential areas are located north and south of the former tank areas.

On May 31, 2007, U.S. EPA, ODH, City of Dayton, Ohio EPA, and Delphi conducted a public meeting to discuss the initiation of a vapor intrusion investigation.
On October 16, 2007, U.S. EPA, Montgomery County Health Dept, and Delphi briefed the Southwest Priority Board on the status of the vapor intrusion investigation to date and Phase 1 plans (Sampling and Mitigation).
On October 17, 2007, Delphi submitted the Phase 1 Work Plan for Indoor Air Sampling and Mitigation to EPA for review and approval.
On November 5, 2007, EPA submitted approval for the Phase I Work Plan for Indoor Air Sampling and Mitigation. The Work Plan includes vapor intrusion mitigation at 5 residences and quarterly sampling at 5 additional residences. A Public Meeting is scheduled for November 14, 2007.
January 11, 2008: Phase I vapor abatement systems (5) have been installed. The Phase II Work Plan for additional sampling has been submitted for EPA review.
February 14, 2008: EPA approved the Phase 2 Work Plan for Indoor Air Sampling and Mitigation. 28 residences will be included in the Phase 2 investigation. Sampling is scheduled to begin in March 2008.
April 24, 2008 Update: To date, U.S. EPA and Delphi have sampled a total of 32 residential property locations within the sample area. Vapor Abatement Systems (VAS) have been installed at a total of 5 locations. 2 more locations have been identified for VAS installation. In addition, 7 locations have been identified for further investigation with quarterly monitoring. 14 locations have been sampled and classified as "No Further Action".
July 15, 2008 Update: U.S. EPA and Delphi have conducted vapor intrusion sampling at a total of 32 of 44 residential property locations to date. Of those 32 residential locations which have been sampled, a total of 7 require a vapor abatement mitigation system; 7 are in the quarterly monitoring program; and 18 require "No Further Action". The remaining 12 of the 44 locations are either uninhabitable or have yet to grant U.S EPA or Delphi access for sampling. A total of 7 vapor abatement mitigation systems have been installed by Delphi to date.
July 31, 2008 Update: U.S. EPA and Delphi have conducted vapor intrusion sampling at a total of 32 of 45 residential property locations to date. There is 1 of the 45 locations currently scheduled for baseline sampling. The remaining 12 of the 45 locations are either uninhabitable or have yet to grant U.S EPA or Delphi access for sampling. A total of 7 vapor abatement mitigation systems have been installed to date by Delphi. A public meeting has been scheduled to occur on August 20, 2008 at 6:00 PM. The location will be the Ellison Senior Center at 2412 West Third Street in Dayton, Ohio.

Of those 32 locations which have been sampled, a total of 7 require a vapor abatement mitigation system; 3 are in the quarterly monitoring program; 4 have completed the quarterly monitoring orgram and 23 require "No Further Action". The remaining 12 of the 45 locations are either uninhabitable or have yet to grant U.S EPA or Delphi access for sampling. A total of 7 vapor abatement mitigation systems have been installed to date by Delphi. A public meeting has been scheduled to occur on August 20, 2008 at 6:00 PM. November 17, 2008 Update: Performance air sampling at seven mitigation residences continues. Quarterly sampling at three residences continues.
2011 Update: Annual Performance air sampling continues at seven mitigation residences. See Documents Section for Monthly Reports.
March 2012 Update: Additional vapor abatement mitigation system installations will take place in Spring 2012 (formerly Quarterly Monitoring Group). U.S. EPA approved the Phase 2 Work Plan Addendum in February 2012.
June 2012 Update: Three additional residential vapor abatement mitigation system installations are scheduled for June 19-20 on Ardmore and Bish Avenue.
