he DSC-Trenton Site (aka Detroit Steel Co formerly McLouth Steel) is a former steel production facility located at 1491 West Jefferson Avenue, Trenton, Michigan.
On January 31, 2008, DSC completed the voluntary removal of 1,091 containers of waste; however, attempts by U.S. EPA to enter into an administrative order on consent with DSC for the removal of PCB transformers and PCB capacitors were unsuccessful and on September 2, 2008, U.S. EPA issued a unilateral administrative order (V-W-08-C-909).
On October 3, 2008, DSC agreed to comply with the UAO and a work plan (Work Plan for Removal of PCB Equipment and Related Materials) was submitted to and approved by U.S. EPA that included the progressive removal of PCB containing equipment.
On March 2, 2009, U.S. EPA issued a failure to comply letter to DSC for failing to comply with the removal schedule. On March 26, 2009, DSC informed U.S. EPA that funding was unavailable to complete the removal work.
On May 12, 2009, U.S. EPA mobilized to conduct a fund-lead removal action.
