The Excelsior Springs FMGP Site (Site) is located at 320 West Excelsior Street in Excelsior Springs, Clay County, Missouri. The Site is currently largely occupied by the Ruey-Anne Senior Care apartment building, which is a municipally operated complex for low-income people. The location of the former gas plant is now a grassy area between the apartment building and the creek, and may be partially covered by a paved area north of the apartment building.
A review of historical Sanborn (Fire Insurance) Maps indicates that the Excelsior Springs FMGP operated from approximately 1894 to 1926 under various names. The Excelsior Springs FMGP operation consisted of aboveground and belowground structures, including two gas holders, retorts, generator, engine room, two oil tanks, coal shed, pump house, and purifying room.
The results of the sampling conducted by MDNR and the PRP (Ameren) showed that Site soils (sub and surface) were contaminated with polycyclic aromatic hydrocarbons (PAHs).
Through a letter dated January 10, 2003, MDNR referred this Site to EPA and requested that EPA initiate removal enforcement. An administrative record containing all relevant documents has been compiled for the Site.
