The Site is an abandoned petroleum refinery that is located in Ingleside, San Patricio County, Texas and consists of approximatley 33 Aboveground Storage Tanks (ASTs), and extensive refinery piping and equipment. Operations at the facility began in approximately 1980 and ceased in approximately 1987.
The EPA entered into a separate Administrative Order on Consent for both immediate and long term actions with the current owner of the faciltiy, National Oil and Recovery Corporation (NORCO). The AOC for the immediate actions is called the Removal AOC and the one for the long term actions is called the Remedial AOC.
The purpose of the Removal AOC is to remove the bulk materials from deteriorating tanks, piping and equipment and either dispose of immediately or temporarily store those materials in refurbished on-site tanks until a cost effective disposal option can be determined. If the latter is detemined necessary, NORCO will be required to prepare a Spill Prevention Control and Countermeasure Plan. In addition, the AOC requires the removal of visually contaminated soils. Also, these actions may require portions of the facility to be dismantled to accomplish these actions and therefore, an asbestos inspection will be required prior to any demolition.
The purpose of the Remedial AOC is to conduct a Remedial Investigation/ Feasibility Study to generally determine the need to conduct a Remedial Action to address the impacts to the environment from historical releases associated with the facility.
