The Former Hoyt Manufacturing Shop Site, also known as the Antique Chrome Shop, is located at 1544 Samoa Street in Indianapolis, Indiana, 46201. The Site is located at the intersection of Massachusetts Avenue and Samoa Street, approximately two miles northeast of downtown Indianapolis.
The Site contains two dilapidated buildings, including a garage/warehouse and a residence, located along the southeastern property boundary. The site previously contained a 3,280-square foot building and 1,794-square foot building that were demolished in 2012.
The Site was used for industrial purposes beginning in the mid to late 1920’s by Charles D. Hoyt, then later Hoyt Machine, Universal Construction Co, Omni Technology Corporation, and various metal plating businesses. The Site was operated as a plating shop from 2003 until 2011. The plating shop had various names including Big R Plating & Polishing, Best Antique Polishing and Buffing, Antique Chrome Shop, and Antique Polishing and Buffing. EPA conducted an emergency response action at the Site in 2011 to dispose of abandoned drums and other containers of plating shop waste. In December 2019, the City of Indianapolis referred the site to EPA for a time-critical removal action because of high concentrations of volatile organic compounds (VOC) and metals in site soil and groundwater.
EPA conducted a site assessment in May 2020 and detected high concentrations of VOCs in soil and soil gas. On July 21, 2020, EPA signed an Action Memorandum to conduct a time-critical removal action (TCRA). The TCRA will include treating soil contaminated with VOCs in situ; conducting pre- and post-treatment sampling and monitoring; excavating soil above action levels that remains in the top two feet following treatment; sampling nearby residential properties for vapor intrusion; and installing vapor mitigation systems, as needed.
