III ACTIONS TAKEN
Mr. Eric Coman, Fire Marshall, Township of Wallace, Duplin County, NC notified the NRC of an abandoned bulk oil storage facility that was potentially leaking oil and other fuel products including gasoline. No CERCLA haz substances are reported to be on the premises. Property owner is a Mr. James Keith Fowler. Property address is 700 NW Railroad St., Wallace, NC 28466.
EPA FOSC Fitzsimmons responded to site on November 3, 2003. Site is heavily overgrown with vegetative matter making it impossible to determine extent of leaking tanks/drums. It appears that there are two ASTs (20,000gal ea.), 20-55gallon drums and 10 to 15-250 gallon home heating oil day tanks on the property.
Site is a 2 acre parcel wedged between a private residence abutting it to the north and a propane vendor abutting it to the south. A drainage ditch line carries all site runoff to the Rockfish Creek and eventually the Cape Fear River. Site is characterized by heavy overgrowth, tanks, drums, warehouse and a storage shed.
The Fire Marshall, Town Manager and Chief of Police provided site access for EPA under an administrative Search Warrant. Mr. James Keith Fowler refused to return their calls for consent to search therefore they obtained the warrant.
FOSC hired local cleanup contractor (EEM) to perform site investigation, release mitigation if necessary and disposal activities.
A gamma ray survey using a micro R meter detected no greater than background levels of gamma radiation throughout the site.
IV FUTURE ACTIONS
EEM investigation and cleanup activities to continue.
