This site, a defunct automotive brake pad manufacturer, was brought to the attention of EPA by the NJDEP for a possible referral for a CERCLA removal action. An inspection by EPA OSCs and a DEP responder on 12/23/05 revealed the following haszardous materials/wastes were abandoned at the site: tons of asbestos material, tons of elemental sulphur, 1,000+ drums of mostly unknown materials or materials that do not match the label description, hundreds of smaller containers, acids, flammable liquids, iron and aluminum powders, flammable solids, waste oil, solvents, and other contaminants or pollutants. The site is semi-controlled, with most doors being locked but numerous open windows or sections of sheet metal walls missing. A maintenance man is on-site for a few hours Mon-Fri. The owner has balked at doing a cleanup, but with pressure from the DEP, he has hired a company to provide him with an estimate of the clean-up cost.
November 07, 2007 Update:
On October 31, 2007, approximately 2,300 gallons of #2 oil was added to cut the #6 oil in order to pump out the tank. Some piping needed to be removed in order to perform the sparging and the pumping operations.
On November 01, 2007, the #6/#2 oil mixture was pumped from the tank. There is still approximately one foot of #6 oil sludge in the tank which could not be removed by the sparging process. Confined space entry is necessary to remove the remainder of the oil. This work will be subcontracted and the 3 bid process has been initiated.
Oil Debris and PPE T&D is scheduled for November 07, 2007. Subcontractors that are bidding on the tank entry clean out are scheduled for a site tour on November 07, 2007. Site activity will cease until bid is awarded and next phase is scheduled.
