The Site is the location of a residential dwelling in which dozens of cabinets and shelves of laboratory chemicals are located. Notable chemicals include hydrofluoric acid, boron trifluoride, picric acid, tetrahydrofuran, and numerous flammable, acidic, caustic, and inorganic chemicals in standard sized laboratory containers. The OSC was contacted by the State of Delaware after local and State level hazardous material response teams entered the premises and found the subject containers. The chemicals threaten the residential neighborhood. The OSC and START responded March 25, 2011. The OSC found conditions that threaten human health and environment and initiated response actions pursuant to delegated authority.
