On 7/13/05, a fire occurred at the Loving's Produce facility. When the firefighters responded, they were made aware by the owner of the presence of an anhydrous ammonia tank in the building. The Haz-Mat team was contacted and identified a tank containing anhydrous ammonia in the facility. However, the facility had not submitted its required information under SARA Title III, so the Fire Department was unaware of this hazard. Because portions of the building threatened collapse, an immediate assessment could not be performed.
On 7/14/05, the Richmond Fire Department requested EPA assistance with safety and technical information during the ammonia transfer
