The site consists of areas at the Ballou High School and a number of private residences located in Washington, District of Columbia which may have been contaminated with mercury through transport by students from Ballou High School.

On 2 October 2003, according to Ballou High School representatives, a student entered an unlocked chemistry laboratory during regular school hours without permission and removed a flask containing at least 250 milliliters (mL) of mercury. The mercury was spread to various areas of the school, including the school cafeteria, and the students were dismissed for the day without being inspected or screened. Reportedly, some of the mercury was sold to a second student and played with in the school cafeteria. The students traveled from school via several modes of transportation, including Metro buses, and subsequently carried contaminated clothing and personal articles into private residences.
