The Site is located at 1020 East Main Street, in Jackson, Jackson County, Ohio in a mixed residential and industrial area. The Site buildings consist of one large production building (approximately 300,000 square feet) and several unattached offices and storage buildings. The Site was formerly utilized by Meridian Auto Systems (MAS) to manufacture fiberglass auto body panels, truck panels, and other miscellaneous parts. MAS also produced a sheet resin material referred to as “sheet molding compound,” or SMC. SMC was a fiberglass-reinforced thermosetting compound manufactured by dispensing mixed resin, maturation agent, fillers, catalyst, and mold-release agent onto sheets of polyethylene film.

MAS ceased manufacturing operations at the Site in 2007. Production equipment at the Site was removed, and the main building is now empty except for containerized wastes and materials that were abandoned when operations ceased. An instrument used to evaluate the thickness and density of fiberglass material was also abandoned at the site. This instrument had a radioactive source (americium 241 and beryllium), and has recently been removed from the site by U.S. EPA with the assistance of Ohio Department of Health. MAS filed for bankruptcy and no longer existed as of mid-2009. Some requirements for the Cessation of Regulated Operations were not completed prior to bankruptcy of MAS and abandonment of the Site, including the removal of wastes from the Site and backfilling of sub-floor pits.
