Monterey Pines (MP) is a sub-division in the City of Carson, Los Angeles Co., CA, that was developed there in 1996. It is adjacent to the Carousel Tract (CT), a community that was built in the 1960's. The CT was previously owned by Shell as a tank farm and was later sold and bought by a home developer.

An assessment of the CT documented non-halogenated VOCs and methane in the soil. The RWQCB is conducting several pilot remediation projects in the CT. During the assessment of the CT, soil gas samples were taken in the MP (west of the CT) to help define the lateral extent of the contamination. The soil gas at the MP identified a plume of PCE and TCE. It is believed that the PCE/TCE plume is associated with a company called Oil Transport (OT). TCE/PCE have also been detected at the school south of the MP site and is believed to be associated with OT as well.

ERS is working with DTSC and the RWQCB to conduct additional assessment work at the MP and school sites. The assessment will include soil gas, soil sampling and indoor air sampling and will be conducted by the EPA ERS START contractor. The assessment will consists of two phases, a residential assessment phase (1) and a school assessment phase (2). Phase 1, the assessment of soil gas and possibly indoor air in the impacted residential areas began on November 5, 2012. Drilling and sample collection is expected to be be completed November 7, 2012. The assessment will include the collection of soil gas and soil samples from within the Monterey Pines Development, the Carousel Tract and the residential area directly east of the Wilmington Middle School. Upon completetion of the subsurface assessment, the data will be used to determine the need for indoor air sampling in homes in the impacted areas. Indoor sampling would possible begin starting November 12, 2012. Phase 2 is expected to occur starting December 26, 2012 and take approximately 1 week.
