The Power City Warehouse Site is located at 3123 Highland Avenue, Niagara Falls, NY. The site is 4 acres in size and most of the site is covered by site buildings. The New York State Department of Environmental Conservation submitted a request to the United States Environmental Protection Agency (EPA), Emergency and Remedial Response Division to evaluate the Power City Warehouse Site (Site) for a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) removal action.

EPA performed an assessment at the site and found elevated levels of lead in the site building floor areas, site debris, and within the sumps and basement. In addition, the site contains asbestos from pipe insulation and PCBs within light ballasts.

EPA approved a fencing and securing action in an Action Memorandum dated September 25, 2009. Fencing and securing of the site was started in October 2009 and completed in November 2009. Windows were boarded up and the Power City buildings were completely fenced. Warning signs were also posted along the fence perimeter.

EPA's next actions for the cleanup within the Power City buildings were approved in an Action Memoradum, signed by EPA's Regional Administrator on March 30, 2010. Field activity will begin in late April 2010 and will be completed in the fall of 2010. The work will involve the abatement of asbestos within the site buildings, cleanup of lead contaminated sediment and debris within the site buildings, removal of collapsed builidng areas containing asbestos, and removal of any containers of hazardous substances contained within the building. A flooded basement will also be cleaned up, due to lead contaminated sediments in the basement area. Air monitoring will be conducted by EPA to ensure the work is being performed in a safe manner for the community.

All waste generated from the cleanup of the site will be sent off-site for proper treatment and disposal at EPA authorized disposal facilities.
