Rehab Resource is a former non-profit organization that would take surplus building materials and try to sell them at wholesale prices. In particular, they would remarket paint by mixing it to form a uniform color and then sell it. On March 12, 2009 the facility suffered a fire in the main warehouse. The fire was quickly put out and then referred to IDEM and Marion County Health Department (MCHD). After assessment the site was referred to the Indianapolis EPA OSC.

The OSC conducted a Site walkthrough and determined that due to Site access and the probability of another fire, that emergency action needs to be taken at the facility to remove the risk of not only fire, but offsite migration of the wastes.
