Site Description 11/15/2018 Background
In March 2017, the Cheyenne River Sioux Tribe (Tribe) requested that the EPA Emergency Response Program conduct a removal action on eight burned and abandoned structures on tribal owned land in Eagle Butte, SD. The Tribe then identified an additional five buildings for a total of 13 structures proposed for a removal action. EPA Brownfields Program conducted an assessment of these properties and determined that nine of these structures contained asbestos contaminated materials (ACM).

Initial Response 11/15/2018 Background
The EPA Emergency Response Program reviewed the Brownfields report and determined that six of the properties contained structures that posed a threat of the release to the environment of Asbestos Containing Material (ACM) in accordance with the National Contingency Plan (NCP). The Action Memorandum for a time critical removal  was approved on 31 Oct 2018. EPA and Emergency and Rapid Response Service (ERRS) contractor mobilized to the site on 13 Nov 2018.

Response Operations 11/16/2018 Operation Period 1 13-16 Nov

The EPA and ERRS Response Manager (RM) manager mobilized to the site on 13 Nov 2018. ERRS crew and equipment arrived on 14 Nov 2018. The EPA and ERRS RM met with the Tribal point of contact and received background on the site details and contacts for project support. Toured the properties designated for the removal action with the Tribal representatives. On 14 Nov 2018, the removal action was initiated at Property 2.

Complete removal action on property 2 and start removal action of property 1.

Response Objectives 11/26/2018 Operation Period 2 17-28 Nov

1. Complete asbestos removal at Properties 1-5 and 9.

2. Dispose of asbestos at approved landfill

3. Decontaminate equipment

4. Demobilize



Response Operations 11/26/2018 Operation Period 2 17-28 Nov

Removal at Property 2 completed 15 Nov and began removal at Property 1. On 18 Nov, excavator arm damaged and work ceased. On 19 Nov excavator replaced and removal at  Property 1 was completed on 21 Nov. Removal at Property 3 also completed on 21 Nov. Removal at Property 9 completed on 23 Nov and at Property 4 on 24 Nov. Removal and backfilling at Property 5 completed on 27 Nov. From 14 Nov - 27 Nov 42 20 cubic yard roll-offs of asbestos contaminated waste transported to asbestos cell at landfill in Pierre SD. Equipment decontaminated on 27 Nov and demobilized from site on 28 Nov.



Planned Actions 11/26/2018 Operation Period 2 17-28 Nov
Complete removal actions of multiple properties, dispose of asbestos and asbestos contaminated waste at an appropriate facility and demobilize from site.
