Grayling Creek Oil Spill

Site Description 8/21/2022 01 Background

On August 19, 2022, the National Park Service (NPS) reported a discharge of gasoline from a tanker pup trailer on Highway 191, 16.5 miles north of West Yellowstone, Montana. The spill location is located in Yellowstone National Park, in the State of Wyoming.  The incident occurred in the early morning, around 4 am, during a routine fuel delivery run.  The pup trailer, carrying 4,800 gallons of gasoline rolled and lost the entire capacity of the load. No injuries or fire were reported from the incident. 
 
The West Yellowstone Fire Department, NPS personnel, and contractors for the Responsible Party responded to the scene immediately. On Site personnel, quickly began counter measures and containment. Product from the trailer did enter the western wetland adjacent to the highway. The wetland feeds directly into Grayling Creek, with potential downstream impacts to the State of Montana.   There has been no discharge of gasoline observed into Grayling Creek, only into the wetland area.
 
On August 19, 2022, U.S. EPA Region 8 deployed a Federal On-Scene Coordinator and a support contractor to the incident. EPA staff arrived on Site on August 20, 2022 to provide technical direction, assessment, stakeholder coordination, and direction/oversight of the cleanup operations.



Initial Response 8/21/2022 01 Background
Upon arrival on Site, EPA OSC began coordination, oversight, and direction of cleanup activities. 

Wetland impacted by the spill is thick with wetland grasses, willows, and other vegetation making recovery efforts difficult. On Site personnel, placed absorbent boom and pads in areas where visible product is pooled. Containment/collection area was created next to the incident location to hold as much free product in place as possible for pumping and skimming operations. Pumping and recovery operations began in the containment areas and in wetland pools identified.  Gasoline and water recovered is being temporarily stored in on Site storage tanks. 


Operational Objectives 8/21/2022 02 Aug 19 - 21, 2022

For the operational period August 19, 2022 to August 21, 2022, EPA plans to accomplish:

  1. Mobilize to the Site.
  2. Assess impacts from discharge.
  3. Monitor/oversee/direct recovery efforts for gasoline.
  4. Monitor for worker health and safety.
  5. Minimize impacts and disturbance to the wetland.
  6. Protect Grayling Creek.
  7. Maintain a safe work environment.
  8. Document on site activities.
  9. Keep stakeholders informed of site operations. 


Current Activities 8/21/2022 02 Aug 19 - 21, 2022

During this operational period of the emergency removal action, the EPA was able to accomplish:

  1. Mobilize to the Site and begin initial assessment of impacted areas.
  2. Start recovery and mitigation efforts.
  3. Meet with NPS, responsible party contractors and representatives and other stakeholders on Site.
  4. Recovery and pumping operations of gasoline and impacted water.
  5. Excavation of heavily impacted wetland area. Area footprint is minimized to prevent further environmental disturbances.
  6. Coordinate for waste disposal staging.
  7. Monitored lower explosive limit (LEL) and volatile organic compound (VOC) levels with PID.
  8. Have support for fire suppression during excavation and pumping activities.
  9. Control traffic on Highway 191.
  10. Monitor impacts of excavation with on-site archeologist.
  11. Communicated with stake holders about removal actions.

Safety issues to be aware of that were discussed between the EPA and on site personnel include:

  1. Slips, trips, and falls.
  2. Worker fatigue from long hours and environmental conditions.
  3. Traffic control around the site during removal operations, including pedestrian traffic.
  4. Bear safety, and buddy system when leaving roadway.
  5. Evaluating work environment for gasoline vapors.
  6. Lightening and thunder within Site proximity.  


Planned Activities 8/21/2022 02 Aug 19 - 21, 2022

For the next operational period, August 21, 2022 - August 24, 2022 EPA plans to accomplish:

  1. Continue pumping and recovery operations.
  2. Construct temporary recovery wells for product leaching from the road base.
  3. Reclaim areas impacted by excavation activities.
  4. Continue monitoring lower explosive limit (LEL) and volatile organic compound (VOC) levels with PID.
  5. Continue rotation of absorbent booms and pads throughout pooled areas in the wetland.
  6. Continue controlling traffic around the site.
  7. Start drafting plans for continued product recovery, disposal and long-term monitoring to be overseen by the NPS and State stakeholders.
  8. Continue photo-documentation and recording of all activities on-site. 
  9. Meet with botanist for vegetation and wetland recovery strategies.
  10. Continue to coordinate with stakeholders.
  11. Open lane closures on Highway 191.


Operational Objectives 8/25/2022 03 Aug 22 -24, 2022

For the operational period August 22, 2022 to August 24, 2022, EPA plans to accomplish:

  1. Continue to assess impacts from discharge.
  2. Monitor/oversee/direct recovery efforts for gasoline.
  3. Monitor for worker health and safety.
  4. Minimize impacts and disturbance to the wetland.
  5. Protect Grayling Creek.
  6. Maintain a safe work environment.
  7. Document on site activities.
  8. Place temporary recovery wells.
  9. Open all lane closures. 
  10. Keep stakeholders informed of site operations. 


Current Activities 8/29/2022 03 Aug 22 -24, 2022

During this operational period of the emergency removal action, the EPA was able to accomplish:

  1. Continue assessment of impacted areas.
  2. Continue recovery and mitigation efforts.
  3. Meet with NPS, responsible party contractors and representatives and other stakeholders on Site.
  4. Recovery and pumping operations of gasoline and impacted water.
  5. Backfill excavation areas with approved topsoil.
  6. Coordinate for off site disposal of waste streams.
  7. Monitored lower explosive limit (LEL) and volatile organic compound (VOC) levels with PID.
  8. Have support for fire suppression during excavation and pumping activities.
  9. Control traffic on Highway 191 and open up all lanes of traffic. 
  10. Place temporary recovery wells near roadway for gasoline recovery.
  11. Communicated with stake holders about removal actions.
