OSC Log for Week of September 25, 2006 9/26/2006
Note: This weblog is the official government account of the CERCLA removal action at the MJ Daly Site, Ludlow, KY, for the period beginning 09/25/2006 through 10/01/2006.

ERRS personnel onsite:
• 1 PM
• 3 EOs

Equipment onsite:
• 1 Linkbelt 80 trackhoe excavator w/bucket, and vibratory compactor attachment.
• 1 Case 650 bulldozer.
• 1 Ingersoll Rand self-propelled vibratory sheepsfoot compactor.
• 1 equipment trailer (onsite all along but just now listed in this log for the first time).
• 2 pickup trucks

Approved hours to be worked: 0700 – 1800 hrs Mon.-Sat

09/25/06: Project Manager and Reclamation Rep onsite at 0700 hrs; Equipment Operators onsite at 0800 hrs (Field Clerk and one EO demobed last Friday at COB); OSC onsite at 1000 hrs; and Mark Hannah (possible replacement PM) onsite at 1100 hrs.
• The scrap steel stockpiled onsite was deconned and made ready for pickup by scrap dealer.
• Elevations were shot on the top of the clay cap and excess fill on the north end of the site pushed down to the south end by the dozer.
• PM, possible replacement PM, OSC and Reclamation Rep walked the site and discussed work schedule and logistics.
• CMC’s MultiRae Plus PID was not placed in operation today because no work was performed in areas containing contaminated soil.
• No dust control measures needed and none implemented.
Mark Hannah offsite at 1530 hrs; OSC offsite at 1700 hrs; all other parties offsite at 1800 hrs.

09/26/06: All parties onsite for 0700 hrs safety briefing/work coordination meeting, except OSC onsite at 0800 hrs.
• Clay fill continued to be spread and consolidated on the clay cap
• Elevations were shot on the top of the clay cap and again excess fill on the north end of the site was pushed down to the south end by the dozer, then spread and compacted.
• A Tee was installed in the existing French drain on the east side of the site and a short section of French Drain was constructed to the nearby retaining wall (where a catch basin of sorts was discovered) to intercept water coming from the hillside before it infiltrates into the fill.
• CMC’s MultiRae Plus PID was not placed in operation today because no work was performed in areas containing contaminated soil.
• No dust control measures needed and none implemented.
OSC offsite at 1300 hrs; all other parties offsite at 1800 hrs.

09/27/06: All parties onsite for 0700 hrs safety briefing/work coordination meeting.
• Elevations were shot on the top of the clay cap and fine grading continued to be performed with the dozer.
• Six loads of clay were hauled and dumped directly on to the clay cap where it was spread and compacted.
• Another short section of French drain was constructed perpendicular to the existing French drain on the east side of the site in an area where water was seeping down from the hillside.
• The deconned scrap steel was sniffed using CMC’s MultiRae Plus PID and indicated 0 ppm VOC. Then it was loaded on to a trailer provided by Harold Cheeks of H & B Salvage (located along Hwy 17 in Independence, KY, office ph 859-512-4811 and home ph 859-428-0387). This scrap steel had a nominal value but was given to the salvage company in return for hauling away.
• CMC’s MultiRae Plus PID was not placed in operation elsewhere today because no work was performed in areas containing contaminated soil.
• No dust control measures needed and none implemented.
EOs offsite at 1815 hrs, PM and Reclamation Rep offsite at 1830 hrs.

09/28/06: All parties onsite for 0700 hrs safety briefing/work coordination meeting; and Mark Hannah (replacement PM) onsite at 1420 hrs.
• SD1 arrived at 1000 hrs and over the next two hours performed a camera survey of the sanitary sewer line along the west side of the site. Most everything was done offsite but a couple people did need to enter the site for a few minutes. They were given a safety briefing and donned rubber boots.
• The dozer, trackhoe and roller cleaned up a little.
• The site was policed; CMC’s site hand tools, equipment, and supplies stowed away in the equipment trailer; and the portable shelter taken down and stowed in preparation for demobing from the site tomorrow.
• PM finalized office work and made two sets of electronic copies of files, drawings and photos (one set for CMC and one for EPA).
• CMC’s MultiRae Plus PID was not placed in operation today because no work was performed in areas containing contaminated soil.
• No dust control measures needed and none implemented.
• Two equipment operators and one pickup demobed at COB.
Mark Hannah offsite at 1615 hrs; EOs offsite at 1730 hrs; Reclamation Rep offsite at 1800 hrs; and PM offsite at 1930 hrs.

09/29/06: PM Steve Mangum, one equipment operator and Reclamation Rep onsite at 0645 hrs (and Mark Hannah and another equipment operator came up from Nicholasville, KY with another equipment trailer and arrived onsite at 0930 hrs).
• Equipment and files were removed from the field trailer by PM Mangum and loaded into the equipment trailer. At 0830 hrs, he and the equipment operator demobed with the equipment trailer
• Chestnut Fencing of Independence, KY arrived at 0930 hrs and removed the 150 LF section of orange barricade fencing on the north end of the site and began constructing a 6 ft high woven wire fence in its place.
• CMC’s MultiRae Plus PID was not placed in operation today because no work was performed in areas containing contaminated soil.
• No dust control measures needed and none implemented.
• The equipment trailer, both pickup trucks and all CMC employees except Mark Hannah and the equipment operator he brought from Nicholasville have demobed the site and now Mark Hannah is the PM.
• PM Steve Mangum and the equipment operator demobed with the equipment trailer at 0830 hrs. Reclamation Rep offsite at 1400 hrs; and new PM Mark Hannah and new equipment operator remained onsite to oversee construction of the new section of security fence being installed at the north end of the site.

Note: Reclamation Rep Jeff Hart has demobed and this log will be maintained by OSC Art Smith in the future.
