November 07, 2007 Update 11/7/2007
On October 31, 2007, approximately 2,300 gallons of #2 oil was added to cut the #6 oil in order to pump out the tank. Some piping needed to be removed in order to perform the sparging and the pumping operations.

On November 01, 2007, the #6/#2 oil mixture was pumped from the tank. There is still approximately one foot of #6 oil sludge in the tank which could not be removed by the sparging process. Confined space entry is necessary to remove the remainder of the oil. This work will be subcontracted and the 3 bid process has been initiated.

Oil Debris and PPE T&D is scheduled for November 07, 2007. Subcontractors that are bidding on the tank entry clean out are scheduled for a site tour on November 07, 2007. Site activity will cease until bid is awarded and next phase is scheduled.

Additional funds were requested and received from the OPA Fund.


11/01/07 Update 11/1/2007
On October 30, 2007, OSC and ERRS Contractor mobilized. There was approximately 5,000 gallons of #6 oil in the 20,000 gallon tank. Approximately 2,300 gallons of #2 oil was added to cut the #6 oil in order to pump out the tank. Some piping needed to be removed in order to perform the sparging and the pumping of the tank. There is some friable asbestos insulation on the tank but the majority of the piping is insulated with fiberglass. If asbestos needs to be disposed of, cost will be allocated from the previous Task Order Fund and not the OPA Fund.

There is still approximately one foot of #6 oil in the tank which could not be removed by the sparging process. Confined space entry is necessary to remove the remainder of the oil.

Bid process has commenced for the tank entry removal.


10/27/07 Update 10/30/2007
On October 23, 2007, OSC Kahn and OSC Daly conducted a final walk-thru with NJDEP ISRA Representatives, Lawrence Township Health Department, the property representative, and local Fire Marshal. The last of the hazardous materials left the site on September 21, 2007 which completed the removal action. The DEP was pleased with the work that was performed. However, during the tour an accumulation of oil near an outside boiler was observed in a pipe chase. This area contained a small amount of oil during the initial removal action and was removed by ERRS. No sign of oil was observed in the pipe chase from that point in time until the completion of the removal action. It appears that an outdoor 20,000 gallon tank containing #6 Oil is leaking into the pipe chase between the tank and the boiler.

OSC met with the Response Team Leader and it was determined that the oil needed to be addressed. An OPA oil removal account was opened on October 24, 2007 to deal with the spilled material, 20,000 gallon #6 oil tank, and the boiler. The ERRS contractor Task Order was issued on October 26, 2007. ERRS crew will travel to the area on October 29, 2007 for an October 30, 2007 site mobilization.


09/17/2007 Update 10/30/2007
OSC Daly was on-Site to oversee the shipment of the last 3 roll-offs of used PPE and the 2 totes (700 gals) of asbestos/water suspension generated from the decommissioning of the baghouses on the Site. As of Friday, 9/21, all wastes have been shipped for disposal, and final demobe has occurred.

Next Steps
Notify local elected/public officials of the successful conclusion of removal action.

Request EPA-CD issue a press release informing the public of the conclusion of the removal action.

Disposition of Wastes
Used Tyvek and other burnable PPE items were shipped to Coventa Inc.,Union, NJ for resource recovery.

Asbestos containing material (ACM) approx. 70 cubic yards, in solid form, was sent to a landfill in Pennsylvania. Approx. 700 gallons of asbestos suspended in water was also sent to the same landfill.

Other chemical waste streams were sent to various treatment/disposal facilities around the country.

Cardboard scrap and metal scrap was transported to a local recycler. Monies received from the sale of the recycled scrap was applied as a credit to the EPA site funds.
