Update January 2008: AOC Negotiations Continue 1/24/2008
As of late October, 2008 EPA and NAVY were unable to pursue use of a joint UAO for the cleanup of lead contaminated soils at the Oceana Salvage Site due to jurisdictional constraints. The Navy will be handling issues regarding cleanup of the access road on its property. EPA will continue to address the issue of lead contaminated soil piles on the Oceana Salvage property through an AOC. If an agreement is not reached or the PRP is unable to perform the work, EPA will proceed with this clean up fund-lead.

The PRP has proposed beneficial reuse on site of treated or encapsulated soils as a cost savings measure. As of December 3rd, 2007 the most recent proposal included encapsulating the soils in parking slabs or slabs used for work on site, use of the soils in foundation material for the location of a future warehouse structure, or the use of treated soils within vegetated berms around the site that provide secondary containment for the site. AOC negotiations are not finalized. As of December 12th, 2008 EPA counsel is reviewing the AOC for appropriate wording.

OSC Casillas has coordinated access with Site Operators, and Counsel and will be visiting the site on January 31, 2008 to refine disposal estimates.
