04/17/03 - ERRS loaded approx 200 tons of #6 oil contaminated soil for disposal at a local incineration facility. ERRS completed arrangements for T & D for the overpacked chemical drums. RCRA off-site disposal compliance checks completed for all disposal facilities. Shipping schedule not firm as of this date, but will not happen until the week of April 21, delaying completion of the removal action. Nine 100-cu. yd. truckloads of scrap metal from remains of collapsed Building #28 and from along the banks of the Battenkill River were removed to date. Grading of roadways and damaged areas of the topography will resume as part of the post-removal site closure activities. ERRS planted 10 arbor vitae along site border with adjacent residences also as part of closure activities.
04/24/03
ERRS continues to work on revised arrangements for T & D for overpacked chemical drums. Miscommunication between OSC and ERRS resulted in some waste streams being slated to be sent to landfill for disposal, contrary to the inclination of the OSC. Conference call between OSC, ETI program manager, and T & D staff resulted in some positive resolution. ERRS will get back to OSC on April 24 with updated T & D information. Tentative shipping date for the 124 drums is week of May 5th.
05/01/03 - First of two shipments of drums of haz waste for disposal to be made on May 2, 2003. Second shipment will be made during week of May 12. Time in between shipments will be used to grade-out backfilled areas, removal of additional scrap metal, trailer demobe, walk-thru with FD, and final close-out.
05/08/03 - Last shipment of 47 drums of haz waste for disposal to be made on 5/9/03. ERRS is on-site grading backfilled areas, removing last of the scrap metal, trailer demobe. OSC will do walk-thru with FD on 5/9. Region 2 CD has prepared a press release announcing the completion of on-site activities.
05/15/03 - Last shipment of 47 drums of haz waste shipped on May 9, 2003. ERRS grading backfilled areas, removed last of approximately 400 tons of scrap metal, demobed trailer. OSC invited FD for site walk-thru. Region 2 CD issued a press release announcing the completion of on-site activities. Final POLREP issued. Owner informed of completion of on-site activities.

ERRS continues to work on T & D arrangements for drum and soil disposal. Shipping tentatively scheduled for Tues & Wed. Three of twenty 100 cu. yd trucks have been loaded with scrap metal from remains of collapsed Bldg. #28. Grading of Site roadways continues in order to accommodate box trailers and dump trucks for shipping wastes. Preparations underway for final demobe of Site as of April 18, three months and one day after startup. Thanks to E. Zimmerman, 2CD, for composing a good press release announcing the completion of the removal action.

Action Memo
2/28/03-Six electrical transformers were unbolted from their foundations and lifted onto flat bed truck . PCB fluids, totaling 1,765 gallons were transferred to a vac truck and transported to Georgia for dechlorination. Transformer carcasses were shipped to NJ for disposal. L. Rosales, Region 2 Communication Division, arranged for TV stations to cover the event, and a very thorough and accurate story appeared on the evening news. The empty and clean 20,000 UST was cut up, flattened , and bulked off-site for scrap metal. Photodcumentaion of 123 55-gallon drums of chemical waste completed. Analysis of drum samples for disposal profiling received from lab; bulking scheme underway to combine compatible waste streams. One loose drum of chemicals found in a sub-basement area overpacked and staged in Building #13, bringing the total of 55-gallon drums to 124.
Plans underway to dig test trenches to determine the extent of any lateral movement of #6 oil through the soil as a result of leaks from the UST. Plans underway to excavate contaminated soil on the floor of Building #4 Powerhouse). Crew downsizing on March 7th as site activities begin to diminish. POLREP #4 issued.
03/13/03-Photodoumentaion of one hundred twenty- three 55-gallon drums of chemical waste completed. No evidence found to connect those drums to any location other than Skybel Tissue. Analytical drum samples for disposal profiling shows 10 distinct waste streams; ERRS working on
T & D. One loose drum of chemicals found in a sub-basement was hazcated and found to be RCRA ignitable. Total of 55-gallon drums has stabilized at 124. Analytical sample of insulation on fuel oil heat exchangers , shows 80% chrysotile asbestos. This material brings the total weight of asbestos waste material to almost 500 pounds.
ERRS has removed the oil-contaminated pumps and pipes associated with the UST and boilers, as well as approximately 1 cu. yd. of oil-soaked soil from underneath the pumps. ERRS sampled soil from floor of the former boiler room where chemical drums had been stored. It is anticipated that there could be 12-15 cu. yds. of contaminated soil to be bulked for disposal.
OSC has drafted Action Memo requesting a ceiling increase for this Site based on greater than anticipated costs associated with transformer removal and waste disposal costs.
POLREP #6 issued. Temporary site demobe to occur for the week of March 24th while T & D is finalized and to give the crew a break, having been on-site continuously since January.
03/20/03-ERRS continues to work on T & D arrangements and consolidate smaller containers into overpacks. RFP issued for disposal of approximately 180 tons of oil-contaminated soil from area where leaking #6 oil UST was removed. ERRS collected more than 200 empty metal and poly drums which will be shredded and recycled off-site.
Action Memo for ceiling increase for this Site was finalized and sent to NY for concurrence; thanks to RPB secretarial staff for expedited processing.
Temporary Site demobe set for week of March 24 while T & D is finalized. Crew trailer, excavator, generator, and Bobcat demobed.
Test trenching down-gradient of location of leaking UST revealed no migration of oil through the soil beyond immediate area surrounding the tank, although buried C & D debris, drum rings, and fly ash/boiler slag was found in what must have been an old dump site.
03/27/03-Site demobilized for a week During this short demobe ERRS is processing an RFP for T& D for all waste streams. Site activities will resume on 3/31 for the last two weeks of the removal action, now tentatively planned for NLT 4/14. OSC will be forwarding to ORC draft questions for Section 104(e) letters to the known PRPs and current owner of the Site.
04/03/03-ERRS continues to work on T & D arrangements for drum and soil disposal next week.
Bidder for soil disposal selected; disposal will be soil roasting and reuse of clean soil on Site.
Bids for drum disposal were solicited and are due back on 4/7, with shipping to take place
later in the week. ERRS grading and stoning roadway inside site to accomodate box trailers
for shipping drums. Additonal metal recycling and small shrubbery planting between Site
and adjoining residential property on-going for esthetic reasons.
Update-01/20/03-02/22/03

01/20/03-02/15/03- Site mobilization. HazCat of all overpacked drums.
UST discovered to be a 20,000 gallon tank and not a 6,000 gallon as reported DEC. 01/24/03-PostStar reporter visits site and writes article . 02/05/03-Greenwich Journal Reporter visits site and writes article .
02/19/03-The UST waste oil has been heated, the majority has been pumped out, and will be shipped off site. The waste oil will be recycled.
02/20/03- Remainder of #6 Oil pumped out of the UST. The UST was cleaned with all confined space entry safety precautions taken.
The roof of Building #28 partially collapsed . No one was injured or near the area. Earth Tech brought down the unstable front end of the structure to ensure safety of site personnel and the public. The remainder of the structure will be brought down after consultations with the property owner and the township.
