Air Monitoring Summary Table_NIGHT Data Collected from 20190811_1900 to 20190812_0700 .pdf During the monitoring period, smoke was observed at ground level to the east in the Brooke Mill and Abberly Chase Apartments. This was anticipated based on wind forecasting. Visible smoke on the morning of 8/12/19 was traveling South towards Palmetto Exterminators and Sun City.

Air monitoring results in Brooke Mill, Sun City, and the EPA Mobile Command Post (east side) were MODERATE for the 24-hour average and did not present a risk to human health. A trendline of persistent peaks over 100 micrograms per cubic meter (µg/m3)i at Brooke Mill around 9:00 pm and over 100 µg/m3 in Sun City at 1:00 am were noted.

Air Monitoring Summary Table_NIGHT Data Collected from 20190812_1900 to 20190813 0700.pdf During the monitoring period, a slight odor was present from the debris pile and in Sun City. Throughout the evening, smoke was visible, presenting a slight haze in Sun City, moving in a southwest direction. Air Monitoring Summary Table_DAY Data Collected from 20190813 0700 to 20190813 1900.pdf During the reporting period, high peaks of 1030 ug/m3 were recorded at Brooke Mill apartments but there were not any smoke observations, obstructions or other justifications to account for the recordings. Air Monitoring Summary Table_NIGHT Data Collected from 20190813_1900 to 20190814_0700.pdf During the reporting period, smoke was pushed towards the north due to a southern wind resulting in average particulate readings with a peak of 310 ug/m3 at Short Cut Road. A noticeable odor was detected in the early morning hours, as well as a small fire onsite at the northeast pile.

Directional readings indicated: to the east at Peacock Collision and Grace Coastal recorded low particulate concentrations at 12.3ug/m3; to the south at Sun City recorded below average particulate concentrations at 25 ug/m3; and to the west at Brooke Mill Apartments below 20 ug/m3 with increases to below 30 ug/m3.

Air Monitoring Summary Table_DAY Data Collected from 20190814_0700 to 20190814_1900.pdf During the reporting period, the area experienced thunderstorms and rain throughout the afternoon, which led to some increased particulate measurement readings. Smoke conditions at the Site increased near the ground surface as the rain persisted and cloud cover prevented the plumes from rising vertically.

All EBAM monitors, Sun City, Brooke Mill, and the EPA Mobile Command Post recorded peak concentrations at the same time intense rainfall was observed. Average concentrations for all locations are classified as MODERATE air quality.

This conclusion is based on the lack of surrounding detections before and after the event. A single event of 300 µg/m3 (which is a 15-min average) at Brooke Mill Apartments appears to be unrelated to smoke accumulation due to lack of surrounding detections before and after. Air Monitoring Summary Table_DAY Data Collected from 20190815_0700 to 20190815_1900.pdf During the monitoring period, all particulate monitors measured MODERATE air quality with slightly elevated levels of particulates detected in the areas near Peacock Collision, Short Cut Road, Grace Coastal Church, Sun City, and the Brooke Mill Apartments.

During the afternoon of August 15th, detections of hydrogen cyanide were reported on the Able Contracting property. Based on the detections of hydrogen cyanide, the decision was made to move operations from the Site to the EPA Mobile Command Post. Contractors deployed with supplied air and portable chemical detection meters to businesses in the immediate area to notify them of the findings. Several businesses evacuated their employees until further notice from SC DHEC.
