On March 2, 2009 in a meeting between Mid Valley Pipeline, Sunoco Logistics, U.S. EPA, and Ohio EPA it was determined that operations could be moved out of the Emergency Response Phase. A plan would be developed to transition the cleanup from emergency to long term remedial activities with OEPA taking the lead on oversight of the soil remediation activities.
Mid Valley reported that the total release was 1250 barrels of sweet crude. Of the total released, 782 barrels were recovered. Recovery accounts for the product removed from the river and the crude that was collected from some of the impacted soil and interceptor trenches. The Frac-Tanks used in the storage and treatment of impacted water have been cleaned and demobilized from the site.
The Rocky Ford River and the Portage River were assessed for pockets of product. A permit to burn was issued by OEPA Air Division to allow for Thermal Bank Remediation (TBR) of residual product as needed. The use of TBR allowed for the remaining oil and impacted vegetation to be converted to ash. The remaining ash did not introduce any sheen to the waterway when exposed to precipitation and runoff. All TBR activities were completed by April 3, 2009. Hard boom and absorbent boom was maintained on both rivers. Spot checks have been conducted by throughout the month of March. OEPA and U.S. EPA have conducted spot checks along portions of the river and requested that soft boom remain in place at strategic locations on the rivers to capture any sheen that might appear as a result of the warmer spring weather and increased rainfall. Boom will be maintained throughout the soil remediation activities.
The remedial sampling plan was submitted and approved by OEPA. Assessment samples have been taken, and the analysis report is pending. The remedial/excavation plan will be based on the results of the pending analysis. Mid-Valley has proposed to OEPA to land farm some of the lesser contaminated soils inside a containment area of an abandoned storage tank. All highly impacted soils will be shipped off site for disposal.
