In the first few days during the response to the spill, numerous local businesses (including one with documented criminal activity) had been investigated as a potential source without successful identification of a responsible party. DEQ investigated two facilities identified as potential sources on 3/23/05 - one facility had been identified in a complaint approximately 3 weeks before the release occurred, and a fueling station was investigated as well. Neither showed any indications of source. On 3/28/05 another facility was investigated based on complaints that had been filed after the spill occurred, but no evidence of source was observed. DEQ is still looking at potential sources through a historical search using RCRA staff and records of past actions in the vicinity.
Analytical results of the oil sample confirmed the presence of heavy oil and diesel oil. Additional analysis for chlorinated solvents and polychlorinated biphenyl were non detect. Metals analysis results indicated low levels of copper, lead (both < 2 parts per million (ppm)) and zinc (225 ppm).
Distillation during disposal indicated that the 300 gallons of oil recovered for disposal contained (only) 25% water. Estimates are now that the release was in excess of 250 gallons of oil.
On 3/29/05 contractors will remove all absorbents and boom, perform disposal of the remainder of the recovered oily water, and complete final equipment cleaning and demobilization.
DEQ looking into RCRA records for sites within area to determine potential source of the oil spill.
PRFA ceiling increased from 50K to 65K to address additional source investigation and disposal.
