Current Activities
From September 7 through September 16, 2005, U.S. EPA and its Emergency Rapid Response Services (ERRS) and Superfund Technical Assessment and Response Team (START) contractors continued actions to reduce releases of hydrogen sulfide from the landfill and eliminate high level exposure to nearby receptors.

Routine actions include on-site and off-site monitoring for hydrogen sulfide and particulate matter, site security, dust control, and general site maintenance.  Specific response actions are detailed below.

SITE ACTIVITIES TO DATE:

-  Construction of the treatment system continued.  Electrical wire was run through the conduit pipes.  All pipes for the treatment system (HDPE lines and conduit) were buried with sand and clay.  Chemical feed pumps and chemical feed piping was installed for the treatment system.  Approximately 4,000 gallons of the treatment chemical was delivered and transferred to the storage tank.
-  Capping of the Phase II Summit area continued.  To date, approximately 70 percent of the Phase II Summit area has been capped.  Compaction testing (utilizing a troxler gauge) continued, in order to confirm capping meets proper compaction specification.
-  Construction of a storm water ditch continued and is approximately 85% complete.
-  Perimeter air monitoring was conducted during all site activities.  No readings exceeding the site’s action level were obtained.

Planned Removal Actions
-  Install a temporary, high capacity leachate treatment system.
-  Per the design plans, install a surface water / storm water management system which includes capping of the "phase 2 summit" location.
-  Design and install a permanent leachate management system.
-  If necessary, design and install a soil vapor extraction and treatment system.

Next Steps
-  Continue implementation of the surface water management system.
-  Continue placing a compacted cap over the "summit" location of the Phase 2 landfill.

Key Issues
-  The site was non-operational from August 31 - September 6, 2005, due to Hurricane Katrina (heavy rains at site) and the Labor Day holiday.
-  Several incidents of trespass have been documented on site.  Site security protocols have been modified as a result.
-  Leachate treatment will not begin until administrative issues related to discharge costs and long term operational controls are resolved.
