Pollution Report (POLREP) #18
Site Description
The portion of the Site being addressed by the current action is the Kelly Village apartments.  It is run by the Housing Authority of the City of Houston (HACH).  Nine grids of approximately 2500 square feet will are scheduled to be excavated.

Work resumed on February 20, 2006.

Current Activities
Crews are excavating the soil in several courtyards within the complex.  The excavation includes areas that are immediately adjacent to apartment buildings.  Foot traffic is heavy in the complex and special precautions are being taken to insure the safety of the residents.  Fence panels are erected around the immediate excavation area.  The HACH is working closely with EPA to coordinate with the residents.

Air monitoring and sampling is continuously conducted during the excavation to insure that the engineering controls are effective in minimizing dust generated during the excavation.

Planned Removal Actions
After each grid or sub-grid is excavated, and confirmation sampling is conducted if appropriate, the grid is backfilled with certified clean fill dirt as soon as practical.  The areas will be sodded.

Key Issues
The close quarters of residents and the heavy foot traffic has limited the hours of operations.  It is done to protect the safety of the residents and minimize the impact on their lives.

Soil excavated during this portion will be disposed of at a facility rather than being collected at the MDI on-site location.
