This Polrep marks the initiation of removal actions at the Hazel Court Enterprises Site. An Action Memo was signed on 2/3/06, approving funds in the amount of $816,600 to perform removal actions to mitigate the uncontrolled release of creosote from entering the Elizabeth River.
EPA OSC Chris Wagner and ERRS (Guardian Environmental)mobilized to the Site. The OSC met with the Site operator who had cleared the work area for EPA. ERRS set up initial staging areas and cleared debris from the work area. The OSC also contacted local and state authorities by telephone.
Actions will be concentrated in two areas; a tank bottom and surrounding contaminated soils on the south side of the access path on the Site (hereinafter as referred to as the "south tank area") and a second area consisting of four vertical tanks on the north side of the access path (hereinafter referred to as the "north tank area").
Cleanup operations will begin on the south side of the access path in order to create more usable space. These actions will include draining and cutting of the pipes, removal of contaminated soils and sludge, and excavation of the former tank bottom.
ERRS is currently working on establishing staging areas on Site. Two poly-lined areas will be prepared. One area will be used for staging of contaminated materials, while the other area will be used for staging of non-contaminated salvage materials.
The creosote area is historical to the Site. The current owner/operator does not use this area as part of any operating business. The creosote is primarily attributed to a former owner/operator known as Bernuth-Lembcke or Ber-Lem Corporation.
