Efforts are focusing on removal of tank bottoms -those tanks which have been previously cut and only the bottom portion remains. The largest of these tanks has a 20-foot diameter and is located to the left (south) of the path leading to the river.
ERRS (Guardian) completed decontamination and removal of this tank bottom this date. Contaminated soils beneath the tank were excavated. Per the Action Memo, EPA planned to excavate to visibly clean soil. However, at five feet below surface, the excavator encountered groundwater. Hence, operations were stopped at this point.
The next steps are to decontaminate, remove, and excavate the remaining two tank bottoms. These are located on the opposite side of the access path, near the vertical tanks.
Decontaminated empty tanks are being left on the Site.
The finding of groundwater in contaminated soil suggests that the extent of contamination is greater than originally anticipated. No action is being taken under this action memo to address groundwater.
VA DEQ was on Site this date to deliver "Notification of Hazardous Waste Activity" (8700-12) form. The Site currently has a generator ID number. However, the information needs to be updated to reflect the current Site owner as Hazel Court Enterprises. The current form lists the owner as Bernuth-Lembcke.
Also, this is the first polrep to list actual estimated costs according to RCMS
