June 21, 2003: EPA-1, START-2, ERRS-1, Layne-4
Drillers finished EPA MW-12 and MW-13. START developed MW-9 and MW-10.
June 22, 2003: EPA-1, START-2, ERRS-1, Layne-4
Drillers finished EPA MW-13 and EPA MW-14. Drillers finished 9, 10, 11 by installing flush mount protectors. All wells were installed with locks and well tags. START developed MW-12 and MW-13.
June 23, 2003: EPA-1, START-2, ERRS-1, Layne-4
Drillers finished EPA MW-14 and EPA MW-15. Drillers finished 12, 13, 14, and 15 by installing flush mount protectors. Drillers using pressure washer to pressure wash the site. START completed development of all monitoring wells.
June 24, 2003: EPA-1, START-2, ERRS-1, Layne-2 . Drillers finishing cleanup and concrete work (pad for the wells). Drillers and EPA off site. START and ERRS on site to conduct pump test on wells to determine flow rates and recovery tests.
IDEQ agreed to mobilize to the site in a week to collect oil/water interface readings from each well. START will provide Standard Operating Guideline for the collection of readings.
July 3, 2003: START reported that the pump test went well. The wells produced up to 4 gallons per minute and were able to influence (via draw down) the other wells on site as well as DEQ MW-7 located off site.
July 7, 2003: IDEQ visited site per June 24, 2003 agreement to measure product levels in each well. Of the extraction wells measured, 1 to 2 feet of petroleum product was found to be floating on the groundwater in EPA MW - 9, -10, and -15.
July 22, 2003: EPA received draft product extraction system design from the START contractors. The system design calls for extraction pumps to be installed in EPA MW-9, MW-10, and MW-15.
July 24, 2003: EPA received ceiling increase from $250,000 to $300,000.
July 25, 2003: EPA submited OPA Removal Project Plan for the Ashton Texaco site to the USCG NPFC. EPA requested $330,000 to install extraction system and operate and maintain it for a six month period.
July 28, 2003: OPA Removal Project Plan approved and ceiling increased to $330,000.
August 01, 2003: Received verbal approval from Ray Wolf to place part of treatment system (if required) on Idaho State Department of Transportation right of way (60 foot on center line). Written permit will be submitted if required.
-Install extraction and treatment system according to the engineering design.
-Determine product recovery rate and develop operating parameters and timeline.
-Operate system for 6 month period and re-evaluate.
-Transportation and Disposal of soil cuttings.
-Transportation and Disposal of oil/water
-Transportation and Disposal of recovered product.
-Once treatment system is operational, EPA will re-evaluate the need to operate the system after 6-months.
