EPA and MDEQ continue to oversee response actions at the station. Responsible Party (RP) contractors continue to investigate the source of the oil release, contain released oil, recover oil from city storm sewer and pump station, remove impacted soils and install recovery systems to remove oil from subsurface soils.
EPA received results from USCG samples collected from oil in the the station's fuel tanks, monitoring wells and the City of Luna Pier storm sewers discharging to Lake Erie. Sample analysis indicated a match between oil found in the city storm sewer to oil recovered from a monitoring well located at station.
On December 11, 2006, RP contractors continued excavating grossly impacted soils from around diesel pumps. The construction of the interceptor trench was completed and contractors began setting system up to a long term treatment system. Oil was discovered to still be entering a storm drain catch basin at the station and a city storm sewer located southeast of the station. A sewer plug was installed at the catch basin to prevent discharge to city storm sewer.
On December 12, 2006, RP contractors began recovering oil from the recovery wells in interceptor trench. Oil continues to migrate into the excavations from the floor and sides.
On December 13, 2006, heavy rains impacted the station overnight. RP contractor was able to contain oil to the station and city pump station. No discharge of oil or sheen was observed or reported on Lake Erie. Additional video inspection was conducted of the storm sewers to which the station discharges. A separation in the joint of the pipe connecting the stations southeastern manhole to the city storm sewer at Gander's Restaurant was discovered. In addition water infiltration and oil was obsereved entering the manhole and Gander's Restaurant from gaps in the walls of catch basin and beneath the pipe coming from the station. Additionally, water was observed infiltrating the main east-west city storm sewer in front of the station from what appears to be gaps caused by the construction of a sanitary sewer that intersects the storm sewer. No oil or sheen was observed associated with this flow. The broken section of the eastern storm drain, that discovered on December 7, was excavated and repaired. Only moderately impacted soils were encountered and removed.
On December 14, 2006, RP contractors began jetting and cleaning all storm and sanitary lines at the station. Catch basins will then be sealed to prevent addition infiltration of oil from subsurface soils into the manholes and drains. The first excavation area by diesel pumps was backfilled and recovery wells were installed for long term recovery. Boom was applied to catch basin at Ganders restaurant to collect and contain oil infiltrating manhole.
On December 15, 2006, RP contractors completed the jetting and cleaning of all drains and catch basins at the station. No oil was observed in any of the manholes at the station except those connected to the eastern storm drain. A continuous stream of oil was observed infiltrating into the storm sewer manhole located at the southeast corner of the station. A plug installed in the sanitary sewer to prevent oil from entering the Wastewater Treatment Plant (WWTP) was removed. No oil was observed in the sanitary sewer flow.
On December 16-17, 2006, RP contractors continued to recover product from manholes on eastern storm drain of station, from excavation and recovery wells in interceptor trench. No oil was observed entering Luna Pier Wasterwater Treatment Plant. The owner of the station was again informed that failure to continue to take response actions would result in EPA assuming the response actions.
