Site Description
The Site is the location of an abandoned fiberglass assembly facility. Currently, one building exists on-site with two old dilapidated singlewide mobile homes on the west side of the facility. The main building encompasses office space, storage areas, work areas, and loading docks with entrances at various locations to the building. The north side of the facility has a storage area, which is accessible from the outside and looks as if it was added on to the main facility later. All power and water has been shut off at the facility, which could impact the stability of heat-sensitive substances stored in the flammable materials lockers. Miami County Environmental Control has changed the door locks to the front of the building, however, the Site is not secure. Access to the Site is still being made as evidenced by the graffiti on the inside of the office portion of the facility. Acetone, one of the chemicals present at the site, is used in the production of plastic, fibers, drugs, and other chemicals.

The Kansas Department of Health and Environment (KDHE) had previously inspected the Site in 1996, when the facility operated as Rigid Form. A Site Inspection and Evaluation (SRE) were conducted in response to concerns that hazardous substances had been released into soils behind the facility. The primary source of this release was suspected to be the septic system. The SRE did not identify a significant release near the septic system or lateral system.

Dyna Glass is a registered Resource Conservation and Recovery Act (RCRA) hazardous waste generator. Their EPA I.D. (RCRIS) is KSD98171359. The Dyna Glass facility was operated under various entities such as Rigid Form, DG Industries, and Dyna Glass.

In February 2003, the KDHE conducted an initial inventory of the wastes present at the facility and performed screening with various field analytical equipment including a Jerome Mercury Vapor analyzer (MVA) and a Photovac photoionization device (PID). Containers were located both inside and outside of the facility, with several labeled as hazardous waste. Several of the labeled drums were full or nearly full. A more detailed inventory is included in the KDHE Preliminary Removal Site Evaluation/Removal Preliminary Assessment (PRE) for the Site report, which specified hazardous substances in CFR 302.4. KDHE’s Bureau of Waste Management (BWM) has determined that further response is not feasible under the Abandoned/Orphan Waste Program and has sent a Request for Federal Action, dated April 21, 2003, to the U.S. Environmental Protection Agency (EPA) for their assistance. The KDHE recommended that a time-critical removal action be conducted at this site consistent with §300.415 of the National Oil and Hazardous Substances Pollution Contingency Plan (NCP).

The Site is located at 32000 Lookout Road, Paola, Kansas in the NE 1/4 of Section 25, Township 17 South, Range 22 East, Miami County, Kansas.



Current Activities
The Site has been referred to the EPA and is now under investigation.  The current property owner, Mr. Brian McGoldrick, has not been found since the Site was abandoned.  The EPA has determined that the Site will be cleaned up as a fund-lead response action.

Planned Removal Actions
Due to the deteriorated condition of the building, it will be necessary to remove some solid waste to access the drums and containers. Drums and other containers will be staged inside and outside the building to facilitate sampling activities. Drum contents will be sampled and segregated to determine waste streams and volumes. When determined by analytical methods to be hazardous, the material will be segregated for off-site disposal. All drum and container contents ultimately will be disposed off-site and in stages to enable continued access inside and outside the building. It may be more cost-effective to remove the solid waste from the building for disposal than it is to place it back inside the building. In this event, such solid waste will either be recycled or taken to a municipal landfill. County and local authorities will also be contacted regarding the possibility of having the waste removed and disposed by their crews.

Next Steps
Upon receipt of analytical results, determination regarding the disposal of on-site waste will be made and the destruction of drums and containers can begin.
