The Site is located at 156 Princeton Street in a residential area of Holden, Massachusetts. The Site includes a two-story brick and cinder block manufacturing building located on an approximately 17-acre property. ECC Corporation conducted electroplating operations, including manufacturing of printed circuit boards, beginning in the 1950s. The facility has been inactive and unoccupied since closing in 2005. The building is without electricity, heat, water, or fire protection utilities. Tanks, drums, and other containers of hazardous substances were present, primarily in the wastewater treatment area of the facility. Hazardous substances on-site included potassium cyanide, acids, bases, flammables, metal hydroxide sludge, and lead. See POLREP 1 for additional site background information.

On April 13, 2007, the ERRS contractor removed sludges and solids from the sump in the wastewater treatment area, and then power-washed the sump. These wastes (including washwaters) were containerized into six 55-gallon drums pending off-site disposal. On April 24, 2007, the ERRS contractor transported these wastes off-site for proper disposal.
During the week of May 8-11, 2007, EPA and the START contractor conducted surface soil sampling for metals and soil gas sampling for volatile organic compounds (VOCs). MassDEP drilled holes through the concrete floor in the building to facilitate soil gas sampling in those areas. EPA utilized its mobile laboratory and analyzed 98 surface soil samples on-site for lead and 22 soil gas samples for VOCs. Ten percent of all samples were also sent to EPA's New England Regional laboratory in Chelmsford, Massachusetts for full confirmatory analyses.
The START contractor will document the results of the May 2007 sampling event in a site investigation memorandum. The ERRS contractor will dispose of spent personal protective equipment generated during site activities. The ERRS contractor may also repair fencing in the former lagoon area and take other measures as may be needed to secure the Site.
EPA and MassDEP plan to meet during the week of June 18, 2007 to discuss the results of the May 2007 sampling effort.
