The facility was known to use chromated copper arsenate (CCA) to treat fence rails and mine lumber. RCRA had notified the facility regarding the proper disposal of CCA tanks located on-site, but residual product remains on-site with the potential to affect groundwater in the surrounding community.
EPA conducted surface and subsurface soil, sediment, and surface water sampling at the facility to determine the need for a potential removal action. Sampling results indicate Arsenic contamination across the site in surface soils and sediment, down to 6'. OSC met with RP to discuss sampling findings, and to secure the site from trespassers. RP has indicated an interest in hiring a clean up contractor to address the contamination at the site. RP has secured the site as per OSC recommendations.
OSC and Community Involvement Coordinator went door to door throughout residential areas surrounding the Site to inform residents of EPA's planned Removal Action activities. Residents were very receptive to having EPA involved in the clean up of the Site.
EPA will initiate Removal Action activities during the week of April 28, 2008. The Removal Action will consist of the removal and disposal of arsenic contaminated soil, sediment, water, and residual CCA product remaining in several treatment tanks onsite. The Removal Action will also consist of the placement of clean fill material and regrading and revegetation of the soil and sediment areas that are to be removed.
OSC and START met WVDEP representatives onsite to discuss the anticipated drainage ditch removal portion of the Removal Action, and possible disruption of any benthic habitat that may be present in the ditch. DEP determined based on visual and water flow in the ditch area that the small amount of sediment to be removed will have no impact on any habitat. Although a large scale benthic habitat study was not done, DEP believes that the ditch does not support any viable habitat. DEP also referenced that, due to its size, such a small ditch area would not benefit from having a benthic survey completed on it. EPA will provide appropriate erosion control measures to ensure that no contamination migrates offiste during the Removal Action.
OSC will meet with ERRS RM onsite on April 24, 2008 to finalize the Removal Action goals.
EPA will mobilize to initiate the Removal Action during the week of April 28, 2008. The Removal Action is anticipated to take 6-8 weeks to complete.
OSC spoke with Mr Kessel (RP) on April 14, 2008 regarding a large pile of wood debris lying very close to the treatment facility where several storage tanks containing CCA product were staged. Mr Kessel had planned to burn the pile in an effort to clear the area where Mr Kessel anticipated the Removal Action to take place. Due to the close proximity of the wood pile to the treatment facility wood structure, and the potential of wood embers to easily reach the wooden building and cause the building to catch fire, the OSC recommended that the pile not be burned, and left in place until EPA completes the scheduled Removal Action. Mr Kessel concurred, and will not plan to perform any type of burning at the Site.
