The facility was known to use chromated copper arsenate (CCA) to treat fence lumber and mine lumber. Arsenic contamination has been determined as the main contaminant of concern, and an Action Memorandum has been approved for the removal of arsenic contaminated soils, sediments and residual CCA product in the pressure vessels and tanks on site.
CCA residual waste removal continues inside the treatment facility in Tank 04. Tank 05 cleanup activities will commence upon completion of Tank 04 cleanup operations.
Soil excavation has begun across the dismantled pad area at the front (eastern) area of the facility. Crews have excavated soils beneath the previuosly removed rail line. XRF samples have been collected for confirmatory purposes, and this area has had a warning barrier placed at the base of the excavation, and has been backfilled with gravel and fill material, awaiting final concrete refinishing restoration. The additional areas of the pad requiring excavation are currently being worked on. XRF sampling will be collected at the base and sidewalls of this area of excavation, followed by placement of warning barriers, and backfilling with gravel and fill material, and await final concrete refinishing restoration.
Excavation along the outfall area has been completed, and this area was backfilled.
Excavation activities will continue at the concrete pad area, with excavation expected to reach 6' BGS, pending potential groundwater infiltration, which has been observed in some areas at 5' BGS.
Tank cleaning operations will continue inside the treatment facility.
Tank cleaning operations will continue inside the treatment facility. Upon completion of tank operations, the floor of the building will be pressure washed, with wastewater collected for disposal.
In addition, upon completion of all inside cleanup activities, the rear location of the facility which requires additional excavation will be performed to the required removal action depth, again pending potential groundwater infiltration in this area.
Restoration operations will continue across the site using clean fill material, seeding placement, and concrete pad restoration of the dismantled areas.
The OSC had a conference call with EPA R3 RCRA and WVDEP RCRA personnel to discuss overall status of the removal activities and progress, along with discussing future close out of the facility under RCRA standards. The OSC remains available to assist the state RCRA program within the boundaries of CRECLA.
