Pollution Report (POLREP) #23
Site Description
EPA and ERRS returned to Site this week to continue with soil excavation, T&D of contaminated soils, planting and post-excavation sampling.

Current Activities
Excavation of subsurface soils behind the tank began today.  Soils will be excavated to the absence of visible contamination or groundwater.  Poly sheeting is being placed at bottom of excavation pits.  Areas are being backfilled with sand.

Vegetation plan was received by ERP.  The OSC and ERRS RM reviewed the plan and made arrangements to obtain the erosion control plant species recommended by ERG.

Planned Removal Actions
T&D of contaminated soils in the triangle area will begin tomorrow.  Contaminated soils will be sent to Ross Incineration Services in Ohio.

Post-excavation samples will be collected by START.

Key Issues
OSC Wagner prepared ARARs letter to VDEQ informing VDEQ that EPA will be unable to meet the State ARARs identified for this Site.  The extent of subsurface contamination and groundwater contamination extends beyond the Scope of the Removal.

Waste tracking is no longer being performed on the online polreps.  The process is time-consuming and the website does not keep running totals.  All manifests are maintained in the Site file and available as needed.

An ERRS task order was signed on 8/08/07 for $1,046,885 to continue Site activities.  This ceiling increase is reflected in this polrep.
