The Capehart Mill Site is located off North Main Street, near the end of Fifth Street in Norwich, New London County, Connecticut. Geographic coordinates of the Site, as measured from its approximate center, are 41º 31’ 57.7” north latitude and 72º 03’ 14.2” west longitude.
On September 26, 2007, EPA and its Superfund Technical Assessment and Response Team III (START) contractor conducted a removal program preliminary assessment/site investigation (PA/SI). Analytical results for the samples collected during the PA/SI indicated the following: 1) Polycyclic aromatic hydrocarbons (PAHs) in the surface soil samples are above Connecticut Remediation Standards, 2) Floor sweeping samples contain high levels of polychlorinated biphenyls (PCBs), and 3) Friable asbestos is present throughout the Capehart Mill building. Based upon the analytical results, the PA/SI was concluded and a time-critical removal action was recommended in the closure memorandum dated January 16, 2008.
On June 11, 2008, the Deputy Director of the Office of Site Remediation and Restoration signed the Action Memorandum for the Capehart Mill Site approving the proposed removal action.
Foot of Fifth, Inc. (Foot of Fifth) has been identified as a potentially responsible party (PRP) as the owner of the site. On September 24, 2008, Foot of Fifth entered into an Administrative Order on Consent (AOC) in which the Foot of Fifth committed to conducting removal activities at the site. Foot of Fifth's contractors, AKRF and Dec-Tam, mobilized to the site on October 27, 2008 to initiate removal activities.
During the week of October 27, 2008, AKRF and Dec-Tam conducted the following activities: 1) Collected additional floor sweeping samples for PCB analysis in Building 3; 2) Constructed a temporary soil cap over the PAH-contaminated soil in the courtyard area; 3) Completed removal of asbestos insulation from pipes under Building 6 and over the canal; 4) Completed removal of asbestos containing materials (ACMs) from the exterior of the buildings and along the railroad tracks; and 5) Established critical barriers in Building 3.
During the Week of November 4, 2008, removal of ACM was initiated within the interior of Building 3.
Continue removal of ACM from Building 3 and off-site disposal of wastestreams at appropriate disposal facilities.
