The site is an abandoned petroleum refinery located in Ingleside, San Patricio County, TX. The site consists of approximately 33 Aboveground Storage Tanks (ASTs) and extensive refinery piping and equipment.
The current owner of the property is National Oil Recovery Corporation (NORCO). The company has never operated the facility but is currently and has in the past leased ASTs for use for oil storage.
The key issues associated with the site include the bulk materials stored in deteriorated tanks, piping, and equipment; contaminated surface and potentially contamianted subsurface soils; and potentially contaminated wetlands resulting from historical operations and lack of maintenance of the facility.
The EPA entered into an Administrative Order on Consent (AOC) with NORCO that became effective on June 9, 2004. This order requires the actions listed in the section below to be conducted.
The EPA had a meeting with NORCO on 7/7/2004 at which time NORCO provided EPA with its draft workplans for the conduct of the removal action. The EPA is currently in the process of reviewing those workplans.
The planned removal actions to be conducted include the removal and disposal of materials removed from the tanks, piping, and equipment, this includes the off-site piping to the dock facilities; and the removal of visually contaminated soils. In order to accomplish this task, it may be necessary for NORCO to dismantle large portions of the facility which will necessitate the need to conduct an asbestos inspection and possibly abatement.
The EPA is currently reviewing the workplans received from NORCO on July 7 and will provide those comments for incorporation into the plans. NORCO intends on initiating actions on the site shortly after approval is granted on the workplans.
