The incident occurred on Route 1 in Revere MA, which is north of Boston. Route 1 is a limited access divided highway, and at this location there are storm drains that lead to an adjacent salt marsh. A tank trailer with a full load of hot liquid asphalt rolled over and detached from its cab. The tanker received sufficient damage to puncture a hole in it, spilling 7,500 gallons of asphalt. Witnesses report that the truck rolled over when cut off by a passenger vehicle. The incident occurred on the morning of September 28, 2004. The weather for that day was rain, temperatures in the 60's. The highway remained closed for the remainder of the day.
The Revere Department of Public Works (DPW) mobilized to the scene with several truckloads of sand, which were used to berm the asphalt and prevent it from entering storm drains and the salt marsh. The owner/operator of the truck, McCarthy Transportation of Haverhill, MA, hired G&J Towing and ENPRO Services to perform removal actions. A front end loader was used to scrape and load the solidifying asphalt into dump trucks. The tanker was righted and removed. OSC Lussier came upon while returning from another site integrated into the unified command, and issued the RP a Notice of Federal Interest letter. Responding organizations included EPA, the Responsible Party, Massachusetts DEP, Massachusetts State Police, Massachusetts Water Resources Authority, Revere DPW, and local fire and police departments.
