Site Description
In November 2004, EPA initiated a response action at the Site under the authority of the Clean Water Act, as amended by the Oil Pollution Act of 1990. (See www.epaosc.net/b&l for additional information on the oil removal action for this Site.)

EPA’s assistance was requested by the Kentucky Department for Environmental Protection (KYDEP) in mitigating an oil discharge from the Site, which was entering Hood’s Creek.  In the course of investigating this incident, over 100 55-gallon drums of waste oils and automotive products were discovered to have been abandoned at the Site.  The drums were observed to have leaked, as evidenced by stained soils in the area where the drums were stored.  The drums and soils excavated from this area were staged inside a building at the Site.  Analytical results of samples collected from the drums showed evidence of hazardous substances which pose a threat of a release to the environment.

On Aug. 9, 2005, OSC Smith signed the Action Memo, documenting the decision to initiate a time-critical removal action at the Site.  The Action Memo was issued under the OSC's $50,000 delegated administrative authority.  A Task Order Modification in the amount of $50,000 was issued to an ERRS contractor (CMC, Inc.), for purposes of arranging the disposal of hazardous substances currently staged at the Site.



Current Activities
On Sept. 12, 2005, ERRS mobilized to the Site to set up for disposal activities.  On Sept. 13, OSC Smith arrived onsite to supervise the cleanup.  Three 20-ton rolloff boxes were delivered by the solid waste disposal subcontractor (Allied Waste).  Contaminated soil & debris was loaded into the rolloffs.  The drums were staged in preparation for liquid waste disposal scheduled for Sept. 14.

On Sept. 14, the liquid waste disposal subcontractor Eco-First, Inc.)brought a vacuum truck and a box truck onsite to haul off liquid wastes and the empty drums.  Allied Waste delivered a 4th rolloff box in advance of soild waste disposal scheduled for Sept. 15.

On Sept. 15, 4 rolloff boxes were transported offsite for disposal, and ERRS crews cleaned the surfaces inside the warehouse building where these wastes have been temporarily stored.  Following a final inspection by the OSC, the removal action was determined to be complete, the warehouse building was secured, and all personnel and equipment were demobilzed from the Site, marking the completion of EPA's removal action.
